Most of the islands off Helsinki are owned by the state, which, with a few exceptions, has given them to the defense forces. The state owns all the largest islands of the outer archipelago and most of the islets of the eastern outer archipelago.
The city of Helsinki is another large island owner. Its agencies manage about a quarter of the islands. Most of the western small islands and islets, as well as many islands in the inner part of the archipelago, belong to the city. Private people own about 10 percent of the island area. The rest of the islands belong to companies and communities, and the smallest part, a few credits, is undivided land.
Most of the water areas are owned by the state and the city of Helsinki.
